Peter Armstrong, Managing Director
Peter Armstrong is Managing Director of Cyber Risk Insights Limited, which was founded ten years ago to deliver his expertise commercially and independently, rather than under a larger organisation. He is a frontline cyber insurance underwriter in the London Market, and a Fellow of the Institute of Directors (UK).
He is a strategic, transformational leader with a long track record at board level, as Non-Executive and Advisory Board member across established companies and technology start-ups, in enterprise risk, cybersecurity, cyber risk quantification, and the role of cyber and AI liability within operational and enterprise risk management. His experience spans running and growing P&Ls above $750 million, alongside twenty-person start-ups and most things in between, with a strong record of digital transformation and change leadership.
His government service includes the Defence Cyber Protection Partnership (DCPP), where he led the Cyber Standards and Measurement Activity Stream, and the Cyber Growth Partnership (CGP), leading the Cyber Export Market Prioritisation Activity Stream — service that sits alongside broad experience across energy, pharmaceutical R&D, automotive, manufacturing, mining, civil nuclear, UK critical national infrastructure, and Defence and Intelligence.
Commercially, he has worked with Munich Re, Willis, Everest Global, and Lloyd's, and led the Thales Cyber Security business and the Finmeccanica Global Battlespace business. He is associated with DeNexus, an OT-specific cyber risk quantification company, and Axio, a generalist cyber risk quantification company. He has been a non-resident Fellow at the Carnegie Endowment for International Peace, where he led the technology work stream of their Cloud Resiliency Project, and his consulting experience includes associate work with Istari, a niche consultancy backed by Temasek Holdings, part of the Singaporean sovereign wealth fund, and several years with InfosecGlobal (now part of KeyFactor), with a focus on the insurance implications of the post-quantum transition. Most recently, he has been supporting Arm on its Robotics Capability Framework, where he is quoted at its Shanghai launch, and is a confirmed judge for the Intelligent Insurer Europe Cyber Insurance Awards, 2026 and 2027.
